RE: Procedural request to clarify who can comment during the consultation of the proposed orders set out in the Base contributions Policy (Broadcasting Regulatory Policy CRTC 2024-121)
Dear Monica Auer,
Thank you for your request regarding the consultation on the proposed orders identified in Broadcasting Regulatory Policy CRTC 2024-121 (the Policy). The Commission greatly values the interest and participation of all persons in its proceedings to implement the Broadcasting Act (the Act).
On 18 June 2024, you filed a procedural request asking the Commission to clarify who can comment on the proposed orders and suggested that some persons that could have wanted to participate might have not done so.
Consistent with sections 9.1(4) and 11.1(7) of the Act, all interested persons could file comments as part of the consultation on the proposed orders. FRPC exercised its right to comment, and no one else has suggested that their own rights were impacted.
Further, the Commission has emphasized the need to move quickly throughout this proceeding. The Commission believes that it is in the public interest to receive comments and to finalize the proposed orders as soon as possible.
For these reasons, the Commission does not see a need to change the deadlines set out in the Policy.
