Subject: Procedural Letter - Tariff Notices filed pursuant to Telecom Notice of Consultation CRTC 2023-56, Notice of hearing – Review of the wholesale high-speed access service framework

In Notice of hearing – Review of the wholesale high-speed access service framework, Telecom Notice of Consultation 2023-56, dated 8 March 2023 (NoC 2023-56), the Commission directed all wholesale high-speed access (HSA) service providersFootnote1 to file proposed tariffs and associated cost studies using the Phase II costing methodology, with supporting rationale, for fibre-to-the-premises (FTTP) facilities over aggregated wholesale HSA services by 24 April 2023, and to file new Phase II cost studies to establish rates for aggregated wholesale HSA services by 22 June 2023.

In response to a procedural request from TekSavvy Solutions Inc. (TekSavvy) submitted on 8 September 2023 seeking clarity on the procedure for submitting replies and comments on updates to the tariff applications, Commission staff issued a letter 15 November 2023 outlining new process and submission dates related to three tariff applications (being TN 7664A and TN 7671 from Bell Canada and TN 378B from SaskTel) for requests for disclosure, as well as timelines for interventions, which were to be issued following a staff letter pertaining to requests for disclosure.

Commission staff notes that a request for disclosure was received from the Canadian Network Operators Consortium Inc. (CNOC) on 20 November 2023 for TN 378B.  SaskTel replied to the disclosure request on 22 November 2023, disclosing all information requested by CNOC.  No requests for disclosure were received related to TN 7664A and TN 7671.  Staff considers that the request for disclosure process is now complete.

As per the staff letter of 15 November 2023, parties are now invited to submit interventions for the tariff applications. As such, interventions are to be filed and served to those in the Distribution List by 22 January 2024, with replies to interventions to be filed and served by 1 February 2024.
