RE:  Procedural directions relating to two interrelated Part 1 Applications

With this letter, the Commission provides procedural directions relating to two current proceedings associated with next-generation 9-1-1 (NG9-1-1).

On 7 September 2023, the Commission received a Part 1 Application from the Province of British Columbia (Province of BC) requesting the provision of pre-production NG9-1-1 test systems that mirror the production NG9-1-1 test systems for the purposes of system change management inclusive of a comprehensive quality assurance program.

The application was posted under file number 8662-B1-202305391 on 19 September 2023. The deadline for interventions is 19 October 2023, with the reply due from the Province of BC by 29 October 2023.

On 6 October 2023, the Commission received a Part 1 Application from representatives of Canadian Public Safety Answering Points (PSAPs) requesting a Commission decision in support of pre-production NG9-1-1 network and quality assurance program.

The application was posted under file number 8662-C126-202305797 on 10 October 2023. The deadline for interventions is 9 November 2023, with the reply due from the representatives of Canadian PSAPs by 19 November 2023.

Given that both applications raised concerns regarding PSAP access to environments in which to test new NG9-1-1 applications and services prior to them being deployed on the NG9-1-1 networks, the Commission considers that it would be beneficial to the expeditious disposal of the issues at hand to merge all documents into a single proceeding.  

In light of the foregoing, the Commission hereby transfers all filings submitted under file number 8662-B1-202305391 into file number 8662-C126-202305797.

Parties who wish to file an intervention in relation to either or both Part 1 applications are invited to do so using file number file number 8662-C126-202305797 by 9 November 2023

Parties that have already filed an intervention on the record of the Province of BC’s Part 1 application may submit a modified intervention should they wish to also provide comment on matters raised in the Part 1 application filed by the representatives of Canadian PSAPs.

Both the Province of BC and the representatives of Canadian PSAPs are permitted to file interventions in response to the other’s application.

Both Province of BC and the representatives of Canadian PSAPs are invited to file final replies by 19 November 2023, using file number 8662-C126-202305797.

A copy of this letter and all related correspondence will be added to the public record of the file number 8662-C126-202305797.
