Subject: Requests to harmonize deadlines for interventions in various tariff applications associated with wholesale aggregated FTTP services

The Commission is in receipt of a letter, dated 12 June 2023, submitted by Quebecor Media Inc., on behalf of Vidéotron Ltd. (Videotron) and VMedia Inc. (VMedia) (collectively QMI), requesting that the deadlines for filing interventions in the above-referenced tariff applications be set to a common date of 10 July 2023. Among these applications, seven have a deadline of 10 July 2023 for the filing of interventions, while the remaining two applications, which address the services of Rogers and Telus, have an intervention filing deadline of 7 July 2023. 

QMI submitted that the regulatory resources of many stakeholders have been under considerable pressure for several weeks. They argued that it would be inefficient to maintain different filing deadlines for these applications, as they contain many common elements, and parties are likely to assess them simultaneously and holistically. They submitted that harmonizing the filing dates would not cause harm, and would allow parties to provide detailed information, all of which is in the public interest.

TekSavvy Solutions Inc. (TekSavvy) agreed with QMI’s view that that it would be inefficient to maintain different filing deadlines in closely related applications that are likely to have much in common. TekSavvy supported QMI’s request to harmonize the filing deadlines so that all of the interventions on these applications are due on the same day.

In these circumstances, Commission staff consider that a common intervention date for the tariff applications in question would increase administrative efficiency and simplify the process for all parties. Commission staff therefore amends the filing date for the intervention phase of the following tariff applications:
