RE: International mobile roaming rates charged by Canadian carriers – Request for information

In order to gain a better understanding of the international mobile roaming (IMR) rates charged by Canadian carriers, Commission staff is requesting, pursuant to section 37 of the Telecommunications Act (the Act), that the service providers identified in the distribution list respond to the request for information set out below.

Commission staff intends to use this information to inform a study on IMR rates charged by Canadian carriers and foreign wireless providers.

The responses to this letter and all subsequent correspondence may be added to a public record. As set out in section 39 of the Act, and in Broadcasting and Telecom Information Bulletin CRTC 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

Responses to the request for information are to be filed with the Commission by 7 July 2023. All responses are to be received by that date. A template in Excel format is appended to facilitate the transmission of this information when applicable.

Request for information

Q1. Provide an executed copy of all your IMR agreements related to the provision of service by your company, including affiliates, in Australia, France, Germany, Italy, Japan, Mexico, the United Kingdom, and the United States and/or to the provision of service in Canada by any foreign wireless provider in the countries listed above. Provide agreements that are either current, or the most recently-expired version if there is no agreement that is currently in effect.

Q2. Provide a summary of all the agreements submitted in response to Q1 using the attached Excel template. Please provide the following information: name of contracting parties, country or geographical area covered by the agreement, number of wireless subscribers that could roam pursuant to the agreement, type of service(s), date of entry into effect along with the corresponding end date (if applicable), page numbers where to find rate cards for IMR services as well as page numbers for terms and conditions that apply to IMR services, and status (i.e. in effect, expired, terminated, currently negotiating, etc.).

Q3. Provide an explanation of how the rates in the IMR agreements submitted in response to Q1 were set, including any applicable factors considered for negotiations, methodology, and costing analysis.

Q4. Using the attached Excel template, provide the current retail rates that your company, including affiliates, charge to consumers for a) pay-per-use IMR minutes; b) pay-per-use IMR data (per megabyte [MB]); c) pay-per-use IMR texts; d) daily IMR plans, and e) multi-day IMR plans. Include a breakdown for each brand your company operates, as appropriate. Indicate which plans, if any, you offer to subscribers that include roaming to the US or Mexico in the monthly fee that they pay: indicate nil, if you offer no such plans. With respect to multi-day plans, provide the number of days included in each plan, as well as a description of the main terms and conditions associated with these plans.

Q5. If your company, including affiliates, has increased its IMR retail rates in the last five years, explain, with supporting rationale, what factors led to these increases. Using the attached Excel template, provide details pertaining to each instance where IMR retail rates were increased with the effective date for each of these increases, for a) pay-per-use IMR minutes; b) pay-per-use IMR MBs; c) pay-per-use IMR texts; d) daily IMR plans, and e) multi-day IMR plans. Include a breakdown for each brand your company operates, as appropriate.

Q6. Provide an explanation of how the rates were set for IMR retail services provided by your company and affiliates, including rationale, methodology, and costing analysis.

Q7. Using the attached Excel template, for each of the years 2018 to 2022, and for each of the countries listed in Q1, provide the following information:

  1. the payments to foreign wireless providers with respect to IMR services provided to your subscribers, including a breakdown by voice minutes, texts and data (MB); and,
  2. the wholesale service revenues that your company, including affiliates, received from foreign wireless providers with respect to IMR provided to their subscribers, including a revenue breakdown by voice minutes, texts and data (MB).

Q8. For each of the years 2018 to 2022, provide the following information broken down for each of the following categories: pay-per-use IMR minutes, pay-per-use MBs and pay-per-use texts, as ell as daily and/or multi-day IMR plans:

  1. the retail IMR service revenues your company collected; and
  2. the number of subscribers that used each of the services.

Include a breakdown for each brand your company operates.
