Subject: Quebecor Media Inc. – Application against Bell Canada regarding the abusive increase of its wholesale fibre access and transport rates – Procedural request by Bell Canada

In connection with the above-mentioned application, Bell Canada has filed a letter dated 17 April 2023, indicating that Quebecor Media Inc. (Quebecor) had introduced three new arguments or pieces of evidence that should have been part of its application in order to allow Bell Canada and other interveners to respond.

In order to ensure that the record is as complete as possible and that parties have an opportunity to comment on the evidence and arguments raised in Quebecor's reply, Commission staff invites:

  1. Quebecor to indicate by 10 May 2023 whether it considers the RJR-MacDonald test to be the most appropriate means of dealing with its application for interim relief while the Commission considers final relief of its application filed in accordance with Part 1 of the Canadian Radio television and Telecommunications Commission Rules of Practice and Procedure,
  2. interested parties to file comments in response to Quebecor's reply and its comments in response to point (1) above by 15 May 2023, and
  3. Quebecor to file reply comments no later than 23 May 2023.

Please serve a copy on all other parties to the proceeding when filing any intervention
