Re: Participation in the Canadian Radio-television and Telecommunications Commission’s (CRTC’s) proceeding to review the wholesale high-speed access (HSA) framework
The Commission recently launched Telecom Notice of Consultation CRTC 2023-56 (the Notice) which initiated a comprehensive review of the wholesale high-speed access (HSA) framework, in order to ensure that it continues to facilitate sustainable competition that provides reasonable prices and innovative services to consumers. As set out in that Notice, anyone interested in participating in the proceeding is required to file an intervention.
The Commission wants to hear your views – you can provide valuable insights into the important issues faced by smaller, independent Internet service providers (ISPs), all of whom play an important role in promoting competition and serving Canadians. You may also be able to provide an important perspective if your company identifies as Indigenous owned or co-owned or serves Indigenous communities. I encourage you to identify if this is the case in your intervention.
The Commission’s website provides instructions on how you can intervene. The Commission has also issued a series of requests for information in a separate letter, some of which are directed to competitors that rely on wholesale HSA services. Responses to these requests will help the Commission better understand the operations of smaller independent ISPs, as well as inform the Commission of the broader competitive landscape for retail Internet services. The letter explains how you can request that certain information in your responses to these questions be designated as confidential.
Please be advised that additional process associated with this proceeding will be established at a later date. In order to participate in subsequent portions of this proceeding, you must, however, have filed an intervention. The instructions pertaining to the filing of interventions are set out in paragraph 102 of the Notice of Consultation mentioned above.
