Subject: Issuance of Telecom Regulatory Policy 2023-31 and the introduction of new data reporting requirements

On 30 October 2020, the Commission initiated a proceeding through Notice of Consultation 2020-366, which sought to identify and implement regulatory measures that would make access to poles more efficient. This proceeding resulted in the Commission publishing Telecom Regulatory Policy 2023-31 (TRP 2023-31) on 15 February 2023.

In TRP 2023-31, the Commission put in place new data reporting requirements for the Incumbent Local Exchange Carriers (ILECs). The Commission identified key data points it will collect from these parties to monitor the changes in the pole attachment environment, including but not limited to: the number of pole attachment requests received, the number of requests approved, the number of requests denied, the reasons for denials, and the number of days in which permits are processed. For additional details on the data to be collected, see Appendix A.

The Commission determined that this information will be collected on an ongoing basis. Parties will be required to begin collecting data on 1 April 2023 (i.e. Q2 2023). This data must be submitted through the CRTC’s data collection system starting in July of 2023 as part of the CRTC’s quarterly survey.
