Dear Ministers,
Thank you for your letter welcoming me to my new position as Chairperson and Chief Executive Officer of the Canadian Radio-television and Telecommunications Commission (CRTC). I appreciate you sharing the Government of Canada’s priorities as they relate to the CRTC’s mandate.
The CRTC is determined to build Canadians’ trust by delivering tangible results through our decisions and by improving our processes.
We know that Canadians want access to affordable and reliable telecommunications services. To promote greater competition in the marketplace, we will proceed with implementation of our new approach to mobile wireless services and will review our wholesale Internet framework. The CRTC will advance the deployment of Internet and wireless services in rural, remote, and Indigenous communities through our Broadband Fund. Furthermore, in the coming weeks, we will launch a public consultation on enhancing the resiliency and reliability of Canada’s telecommunications networks.
We also know that Canadians are proud of our culture. As Canada’s broadcasting industry is undergoing significant change, the CRTC is following legislative developments and will be ready to build the regulatory frameworks required to ensure the timely and effective implementation of Bill C-11, the Online Streaming Act, and Bill C-18, the Online News Act, if adopted by Parliament.
We are mindful of calls for improvement to our processes, and are seeking ways to enhance our timeliness, accessibility, and openness. We appreciate that our success will depend on ensuring that all interested parties have an opportunity to participate in our proceedings. As an independent, quasi-judicial administrative tribunal, the CRTC will consult with Canadians to build as diverse a public record as possible. We will hold consultations that are open, transparent, and respectful, and will rely on the evidence to make our decisions.
Thank you again for your words of welcome. I am proud to work alongside my fellow Commissioners and dedicated CRTC staff. My colleagues and I look forward to working with stakeholders across the country to build trust and meet the needs of all Canadians. We will ensure that Canadians can take advantage of the new possibilities of the digital age and that no one is left behind as new technologies change our industries and lives.
