Subject: Part 1 application for proposed regulations to provide financial support to the Broadcasting Participation Fund

On 27 October 2023, a Part 1 application was filed with the Commission by the Samuelson-Glushko Canadian Internet Policy and Public Interest Clinic, the Consumers Council of Canada, the Forum for Research and Policy in Communications, OpenMedia, Option consommateurs, the Public Interest Advocacy Centre, the Public Interest Law Centre and Union des consommateurs (hereafter collectively the applicants) to, among other things, secure funding for the Broadcasting Participation Fund (BPF), make governance reforms to the BPF and request that the Commission make proposed regulations.

Public participation in proceedings is vital to ensuring that the Commission hears from a wide range of stakeholders. As such, the Commission is in the process of launching a policy proceeding in early 2024 that will examine public interest participation in its proceedings. This approach will allow these important and complex issues to be examined in a more comprehensive manner.

The Commission will publish the applicants’ Part 1 application on its website as part of the upcoming policy proceeding, where interested parties will have the opportunity to comment.

In a related matter, involving certain other proposals aimed at funding the BPF, the Commission is considering a Part 1 application (2023-0219-9) filed in April 2023 by the Forum for Research and Policy in Communications, the Public Interest Advocacy Centre, Option consommateurs, Union des consommateurs, the Consumers Association of Canada (Manitoba Branch) and the Consumers Council of Canada. A decision will be issued on this application once the Commission has completed its deliberations.
