On 15 August 2023, a request for information was sent by Commission staff to APTN in response to its application, filed under Part 1 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedures. The application pertained to several modifications to its programming, associated conditions of service, as well as an increase in the wholesale rate. APTN provided its response in a letter dated 22 August 2023. Consequently, the public record concerning this application is being reopened to allow interested parties to provide their comments on the additional information provided by APTN to 29 September 2023.
Given the above-noted new deadline for the submission of interventions, APTN will have until 4 October 2023 to file its reply to intervening parties.
The amended Broadcasting Act has introduced new objectives for the Commission to consider, including that programming reflect Indigenous languages and cultures, and highlighting the importance of Indigenous language revitalisation through supporting the production and broadcasting of Indigenous language programming. The Commission upholds the Government of Canada’s commitment to advancing reconciliation and renewing the relationship with Indigenous Peoples, based on the recognition of rights, respect, co-operation and partnership. In light of this, APTN should serve the application to the list of groups attached to this email (and any other interested parties that APTN deems appropriate to serve). In addition, APTN should provide served parties with the link to APTN’s Part 1 application along with the new deadlines mentioned above.
Please provide the Commission with confirmation that all groups mentioned on the list provided by the Commission have been served, as well as a list of any other groups served by 14 September 2023.
