Subject: Part 1 application requesting that the Commission order Québecor Inc. and Groupe TVA Inc.(TVA) to continue to comply with its local programming and local reflection requirements imposed on its station CFCM-DT Québec, including its requirement to broadcast two newscasts on weekends (application 2023-0382-4)

On 26 June 2023, the Commission received a letter from the Canadian Union of Public Employees (CUPE) requesting that the Commission suspend its application (2023-0382-4) since Groupe TVA Inc. (TVA) announced, in a letter dated 20 June 2023, that it suspended its decision to withdraw the weekend newscasts on its station CFCM-DT Québec until the Commission makes a decision on its application (2023-0307-2).

Staff is therefore suspending CUPE’s application, as well as the related consultation, pending the Commission's decision on TVA’s application.

In its letter, CUPE also notes that the abridged version of the confidential appendix filed by TVA with its 20 June  letter was not filed on the public record of the TVA application (2023-0307-2).

In this regard, staff notes that the abridged version was, in fact, on the public record in the "zip" file of the TVA application (second column), but that it did not appear in the "Response from licensee", which was rectified on 28 June. In addition, staff points out that the appendix filed by TVA as part of its application does not relate to its station CFCM-DT Québec, but to Société Radio-Canada Québec (as described by TVA in paragraph 10 of its letter dated 20 June 2023).

A copy of this letter will be placed in the public record of the proceedings.
