Various community radio stations – Licence renewals
- The Commission has the authority, pursuant to subsection 9(1) of the Broadcasting Act (the Act), to issue and renew licences for such terms not exceeding seven years and subject to such conditions related to the circumstances of the licensee as it deems appropriate for the implementation of the broadcasting policy set out in subsection 3(1) of the Act.
- Consistent with that authority, the Commission renews the broadcasting licences for the communityradio programming undertakings listed in Appendix 1 to this decision from 1 September 2023 to 31 August 2030.Footnote 1 The Commission received interventions from the National Campus and Community Radio Association in support of the applications submitted to renew the licences for CFUZ-FM Penticton, CJHQ-FM Nakusp, CFBW-FM Hanover, CJTR-FM Regina, CFFF-FM Peterborough, CJAI-FM Stella, CKVI-FM Kingston, CFBS-FM Lourdes-de-Blanc-Sablon, CJAS-FM Saint-Augustin (Saguenay), CJMQ-FM Sherbrooke (Lennoxville), CFEP-FM Eastern Passage, CFTA-FM Amherst, CJQC-FM Liverpool and CJUC-FM Whitehorse. The Commission did not receive any interventions in regard to the remaining 25 applications addressed in this decision. The terms and conditions of licence for all of the stations listed in Appendix 1 are set out in Appendix 2.
Reminder
- Pursuant to section 22 of the Act, the broadcasting licences renewed in this decision will cease to have any force or effect if the broadcasting certificates issued by the Department of Industry (also known as Innovation, Science and Economic Development Canada) lapse.

Appendix 2 to Broadcasting Decision CRTC 2023-77
Terms, conditions of licence, expectations and encouragement for the community radio programming undertakings for which the broadcasting licences have been renewed in this decision
Terms
The licence will expire 31 August 2030.
Condition of licence for CKNA-FM Natashquan, Quebec, and CKRP-FM Falher, Alberta, and its transmitters CKRP-FM-1 Nampa, Alberta and CKRP-FM-2 Peace River, Alberta
- The licensee shall adhere to the conditions of licence set out in Standard conditions of licence for campus and community radio stations, Broadcasting Regulatory Policy CRTC 2012-304, 22 May 2012, with the exception of condition 6, as well as to the conditions set out in the broadcasting licence for the undertaking.
Condition of licence applicable to all other stations
- The licensee shall adhere to the conditions of licence set out in Standard conditions of licence for campus and community radio stations, Broadcasting Regulatory Policy CRTC 2012-304, 22 May 2012, as well as to the conditions set out in the broadcasting licence for the undertaking.
Additional condition of licence applicable to CKRP-FM Falher and its transmitters CKRP-FM-1 Nampa and CKRP-FM-2 Peace River
- The licensee must devote at least 8.5% of the broadcast week to Spoken Word programming.
For the purpose of this condition of licence, “broadcast week” shall have the same meaning as that set out in the Radio Regulations, 1986.
Additional condition of licence applicable to CFBW-FM Hanover, Ontario
- Where the licensee broadcasts religious programming as defined in Religious Broadcasting Policy, Public Notice CRTC 1993-78, 3 June 1993, the licensee shall adhere to the guidelines set out in sections III.B.2a) and IV of that public notice with respect to the provision of balance and ethics in religious programming.
Additional conditions of licence applicable to CINQ-FM Montréal, Quebec
- The licensee shall devote a minimum of 65% of the category 2 vocal musical selections broadcast in each broadcast week to French-language musical selections, except for musical selections broadcast during the periods devoted to ethnic programming.
For the purpose of this condition of licence, “broadcast week” and “musical selection” shall have the same meaning as those set out in the Radio Regulations, 1986.
- The licensee shall devote no more than 40% of its weekly broadcast time between 6:00 a.m. and midnight to ethnic programming, as defined in the Radio Regulations, 1986.
- The licensee shall ensure that at least 7% of musical content aired during ethnic broadcast periods is Canadian.
- The licensee shall provide ethnic programming aimed at a minimum of five cultural groups in at least five languages.
Additional condition of licence applicable to CKNA-FM Natashquan
- In each broadcast week, the licensee shall devote at least 10% of its programming drawn from content category 1 (Spoken Word), which includes content subcategories 11 (News) and 12 (Spoken word – Other), as defined in Revised content categories and subcategories for radio, Broadcasting Regulatory Policy CRTC 2022-333, 7 December 2022. All of the spoken word programming shall be locally produced (that is, by the station or exclusively for the station).
Additional condition of licence applicable to CFAI-FM-1 Grand-Falls, New Brunswick
- The licensee shall not solicit advertising in the province of Quebec.
Additional condition of licence applicable to CFTA-FM Amherst, Nova Scotia
- The licensee shall, as an exception to the percentage of Canadian musical selections set out in subsection 2.2(8) of the Radio Regulations, 1986, devote in each broadcast week at least 50% of its musical selections from content category 2 (Popular Music) to Canadian selections broadcast in their entirety.
For the purpose of this condition, “broadcast week,” “Canadian selection,” “content category” and “musical selection” shall have the same meaning as those set out in the Radio Regulations, 1986.
Expectations applicable to all stations
As set out in Campus and community radio policy, Broadcasting Regulatory Policy CRTC 2010-499, 22 July 2010, the Commission expects all community and campus licensees to file yearly updates on the composition of their boards of directors. These annual updates can be submitted at the time of submission of annual returns, following annual board of directors’ elections, or at any other time. As noted in Appendix 3 to that policy, licensees may submit such documentation via the Commission’s website.
The Commission expects the licensee to reflect the cultural diversity of Canada in its programming and employment practices.
Encouragement applicable to all stations
The Commission considers that campus and community radio stations should pay particular attention to employment equity in order to reflect fully the communities they serve. It encourages the licensee to consider employment equity in its hiring practices and in all other aspects of its management of human resources.
