Broadband Fund – Acceptance of statement of work for We’koqma’q First Nation and Seaside Communications Inc.’s access project in Nova Scotia

Background

  1. In Broadband Fund – Project funding approval for We’koqma’q First Nation and Seaside Communications Inc.’s access project in Nova Scotia, Telecom Decision 2021-415, 16 December 2021 (Telecom Decision 2021-415), the Commission approved an application from a consortium comprising We’koqma’q First Nation and Seaside Communications Inc. (hereafter, the consortium) for up to $915,165 from the Broadband Fund to build and/or upgrade local fixed access infrastructure in two communities in Nova Scotia. The Commission later received written acceptance of this funding award from the consortium.
  2. The Commission received a completed statement of work package including the information package for the project from the consortium (the project).

Commission’s analysis

  1. The statement of work package includes detailed information related to implementing the project as described in the application and approved for funding by the Commission. Once complete, the project will provide improved broadband Internet access services, with speeds of up to 1 gigabit per second (Gbps) download and 1 Gbps upload and an unlimited data allowance, to eligible areas in We’koqma’q First Nation and in the nearby community of Whycocomagh, Nova Scotia, encompassing approximately 395 households.
  2. Having reviewed the documents submitted, the Commission approves the finalized statement of work and will provide it separately and in confidence to the consortium.
  3. Provided that the consortium complies with all conditions of funding set out in Telecom Decision 2021-415, constructs the project as described in Schedule A: Statement of Work, and complies with all procedural requirements to submit reports, invoices, and requests for funding, the Commission will direct the Central Fund Administrator to make payments to the consortium in respect of the project. Failure to comply with these conditions and requirements could result in funding being delayed or not being disbursed.
  4. The consortium is required to submit, quarterly, a progress report and expense claim beginning no later than 5 September 2023, or as otherwise agreed to with the Commission, and every three months thereafter until the project is completed.
  5. Further, in accordance with the Commission’s determinations in Telecom Decision 2021-415, the consortium must offer and provide broadband Internet access services using facilities funded through the Broadband Fund once the infrastructure is built, as committed to in its application and approved in Schedule B: Project Services.
