In Telecom Regulatory Policy CRTC 2022-234 (TRP 2022-234), Footnote1 the Commission issued its determinations with respect to the introduction of a three-digit abbreviated dialing code for mental health crisis and suicide prevention services (9-8-8). On 25 November 2022, the Commission received a Part 1 application from Tbaytel, in which the company requested to be permitted to implement permissive seven- and ten-digit local dialing for its wireline customers on 15 November 2023 with a full transition to restrictive ten-digit local dialing on 15 January 2024. Tbaytel indicated that its proposed modified implementation timeline for ten-digit local dialing would not jeopardize its ability to launch 9-8-8 for both its wireline and wireless customers at the time required by the Commission, as 9-8-8 is not used as a central office code in NPA 807 where the company provides its services.

Tbaytel also submitted that the issues identified in its application have largely already been considered as part of the Commission’s determinations in TRP 2022-234, and that a timely resolution of these issues would be in the public interest. For these reasons, as well as to prevent any undue delays to the proposed communication plans of the Telecommunications Alliance and other service providers, Tbaytel requested that the Commission consider an expedited proceeding and shortened comment period during which interventions may be submitted by interested parties.

In order to ensure a timely resolution of the issues raised in Tbaytel’s Part 1 application, which are closely related to the introduction of 9-8-8, Commission staff considers that it would be in the public interest to consider Tbaytel’s Part 1 application on an expedited basis.

As such, parties may file interventions with the Commission with respect to Tbaytel’s Part 1 application by 12 December 2022. Tbaytel may file a reply to interventions with the Commission by 19 December 2022. These submissions must be received, not merely sent, by the above dates.
