Subject: SaskTel Tariff Notice (TN) 372/A - Facilities-based wholesale mobile virtual network operator (MVNO) access tariff application

In Telecom Decision 2022-288,Footnote1 the Commission directed Bell Mobility Inc. (Bell Mobility), Rogers Communications Canada Inc. (RCCI), TELUS Communications Inc. (TCI), and Saskatchewan Telecommunications (SaskTel) to make changes, for Commission approval, to the proposed terms and conditions of their wholesale MVNO access tariffs within 30 days of the date of that decision.

On 18 November 2022, SaskTel, in compliance with the directives set out in that Decision, filed TN 372/A. In its cover letter, the company indicated that, as per Telecom Decision 2008-74,Footnote2
it certified that the tariff revisions comply with the definition of a Group B filing.

Commission staff is of the view that it is more appropriate to process this application as a Competitor tariff application given that this tariff application addresses amendments to a wholesale service, as set out most recently in Telecom Information Bulletin 2010-455-1Footnote3.

Accordingly, SaskTel TN 372/A will be treated as Competitor tariff application in accordance with Telecom Information Bulletin 2010-455-1. Commission staff does not require that the tariff application be re-filed to reflect this change.
