Subject:  Extension and Amendment of the Contract of Service for the Operation of the National Do Not Call List

Dear Mr. Perron:

The Commission has exercised the option to extend the contract of service with Raymond Chabot Grant Thornton Consulting Inc. (RCGT) to continue to serve and act as Canada’s National Do Not Call List (National DNCL) Operator.  This extension will also result in a lower cost for telemarketers to access the National DNCL.

RCGT has respected and exceeded their contract obligations and performance standards up to this point. As a result, as provided for in the contract with RCGT, the Commission has chosen to extend the contract of service for the operation of the National DNCL for a cumulative total of five (5) years. This will ensure RCGT continues as the National DNCL operator under the condition that they maintain their contract obligations.

As a part of this extension, the recovery of certain capital costs incurred by RCGT is approved in order to ensure the ongoing operations of the National DNCL and that the system infrastructure relating to the National DNCL remains relevant, secure, and up-to-date. These capital costs are lower than the initial approved capital costs which have been recovered and telemarketers will consequently pay less for their DNCL subscription during this period.

The overall approved rates to access the National DNCL, which include the Commission component and the List Operator (RCGT) component, are set out in the Appendix to this letter. The approved rates are effective as of 14 January 2023.
