Re:  Telecom Part 1 Application CRTC 2021-0528-8, Filing of Canadian Administrator of VRS (CAV) Inc. 2022 annual budget – Procedural Matter

Dear Interveners,

The Commission has received the submissions filed by the Deaf and Hard of Hearing Coalition (DHH Coalition), the Canada Deaf Grassroots Movement (CDGM) and the Deaf Wireless Canada Consultative Committee (DWCC) in response to the application filed by the Canadian Administrator of VRS (CAV) for the Commission’s approval of their 2022 annual budget (Budget Application).

In Telecom Decision CRTC 2021-429: Canadian Administrator of VRS (CAV), Inc. – Application requesting video relay service funding for 2022 – Changes to procedure, the Commission reminded parties that matters dealing with the CAV operations and the allocation of the budget are more appropriately addressed in Telecom Notice of Consultation 2021-102: Call for comments – Review of video relay service (VRS Review). For this reason, the Commission informs the DHH Coalition, CDGM and DWCC that it has determined that these submissions are outside the scope of the Budget Application. The Commission notes that the CDGM and the Deafness Advocacy Association of Nova Scotia on behalf of the DHH Coalition have filed applications for costs. Given that the submissions are outside of scope of the Budget Application, they are equally ineligible for costs under this proceeding.

However, the Commission considers that the submissions provide insights that are within the scope of the VRS Review. The Commission will therefore transfer the submissions filed by the DHH Coalition, CDGM and DWCC and the related cost applications to the record of that proceeding. If these submissions do not reflect the entirety of the views of these parties, DHH Coalition, CDGM and DWCC may file additional submissions on the record of the VRS Review by the intervention deadline on 16 May 2022. Parties may also file amended cost applications to reflect the total cost of their participation in that proceeding.
