Subject: Associated with Bell MTS Tariff Notice (TN) 844 and 844/A- Introduction of Fibre to the Home (FTTH) Service

On 17 December 2021, the Commission received an application from Bell MTS, a division of Bell Canada, proposing changes to its General Tariff CRTC 24001 to introduce Item 2265 – Fibre to the Home (FTTH) Service to reflect that certain residential home phone calling features will no longer be available to new customers or to existing customers who make changes to their service and have their voice service provisioned over FTTH. 

In a Commission staff letter dated 13 January 2022, responding to a request by Bell MTS to extend the comment period for the application due to delays in notifying customers in accordance with Telecom Information Bulletin 2010-455-1Footnote1 , Commission staff granted the extended deadlines proposed by Bell MTS. Accordingly, comments with respect to the application were to be filed no later than 28 February 2022 and reply comments from Bell MTS no later than 10 March 2022.

On 11 February 2022, the Commission received TN 844/A from Bell MTS proposing to extend these dates again due to a clerical addressing error that resulted in some mail-outs to affected customers being returned to its contact centre in Winnipeg. Bell MTS planned to resend updated mail-out notices to the proper addresses for affected customers by 14 February 2022. Accordingly, Bell MTS proposed to recalculate and amend the dates associated with this TN from 14 February 2022.

Commission staff acknowledges that Bell MTS was required to resend updated mail-out notices to affect customers to inform them of the process to address their comments and that this could unduly limit the time available for customers to provide meaningful comments. In order to ensure that customers have sufficient time to provide comments and a more comprehensive record, Commission staff considers the extension request to be reasonable and grants the extended deadlines as requested by Bell MTS.

Accordingly, comments with respect to the application should be filed no later than 31 March 2022. Reply comments from Bell MTS are to be filed no later 11 April 2022.
