Re: Procedural Request to suspend the proceeding related to Call for comments on an application by TVA to remove the advertising time limit of 12 minutes per clock hour on its discretionary services and on the possibility of removing this limit for other discretionary services, Broadcasting Notice of Consultation CRTC 2022-272

On 6 October 2022, the CRTC published Broadcasting Notice of Consultation 2022-272 in which it sought comments on an application by Quebecor Media Inc., on behalf of TVA Group Inc., to remove the limit on advertising time of 12 minutes per clock hour on its discretionary services, as well as on the possibility of removing this limit for other discretionary services (the Proceeding).

On 27 October 2022, the Commission received a procedural request by the Public Interest Advocacy Center (PIAC). PIAC requests that the Commission suspend the Proceeding until Bill C-11 has passed and the CBC licence renewal decision is issued after the upcoming reconsideration Footnote1 .

According to PIAC, the matter of advertising time limits should be considered after major broadcasting reforms are settled. In any case, PIAC indicated that the 30-day intervention period for the Proceeding (the deadline for interventions is 7 November 2022) is not sufficient for intervenors to file evidence, including studies and detailed financial data, to support a meaningful intervention.

TVA Group Inc. is asked to provide its comments on the aforementioned procedural request by PIAC. These responses are to be provided, on the public record, by 31 October 2022.

Furthermore, should PIAC deem it necessary to provide a reply, it is invited to do so by no later than 1 November 2022.

Both TVA Group Inc. and PIAC are requested to provide copies to the other party on the date that they file their submissions with the CRTC.
