Re: Procedural Request regarding information submitted by individual broadcasters in Call for comments on an application by Bell Canada, Cogeco Communications Inc., Bragg Communications Incorporated, carrying on business as Eastlink, and Saskatchewan Telecommunications regarding the increase of the maximum retail price of the basic service, Broadcasting Notice of Consultation CRTC 2022-267

On 28 September 2022, the CRTC published Broadcasting Notice of Consultation 2022-267 in which it sought comments on a joint application by Bell Canada, Cogeco Communications Inc., Bragg Communications Incorporated, carrying on business as Eastlink, and Saskatchewan Telecommunications (hereafter, “the applicants”) and made Québecor Media Inc., Rogers Communications Inc., Shaw Communications Inc. and TELUS Communications Inc. parties to the proceeding (hereafter, “other companies made parties to the proceeding”).

As part of an information-gathering exercise, both the applicants and other companies made parties to the proceeding were asked to provide certain financial and subscriber information to the Commission. Each party submitted this information in confidence with the Commission.

On 24 October 2022, the Commission received a procedural request by the Forum for Research and Policy in Communications (FRPC). The FRPC requests that the Commission:

  1. Aggregate the applicants’ individual responses to the first two requests for additional information (dated 25 February 2022 and 21 March 2022, respectively) and place the information on the public record.
  2. Aggregate the applicants’ individual answers to the third request for additional information and the equivalent information filed by the other companies made parties to the proceeding and place that information on the public record.
  3. Extend the deadlines for the filing of interventions and replies set out in Broadcasting Notice of Consultation 2022-267 by an additional week when the new information is published or vary the procedural rules by permitting parties to comment on the newly aggregated data during the reply period.

Applicants and other companies made parties to the proceeding are asked to provide their comments on the aforementioned procedural request by the FRPC. These responses are to be provided, on the public record, by 28 October 2022.

Furthermore, should the FRPC deem it necessary to provide a response, it is invited to do so by no later than 31 October 2022. When filing their response to the original FRPC procedural request, respondents are requested to provide copies to the FRPC on the date that they file their submissions with the CRTC.
