Dear Richard Biron:

On 19 February 2021, the Commission received 9315-1884 Québec inc.’s (operating as Téléphone de Lambton Inc.) letter following the expression of interest by Québecor Media, on behalf of Vidéotron ltée (Vidéotron), to provide competitive services in the Lambton, Quebec exchange, which is served by 9315-1884 Québec inc.

In its letter, 9315-1884 Québec inc. indicated that, in relation to the Lambton, Quebec exchange, Vidéotron’s request would be consistent with the Commission’s approval of the local competition implementation plan for TELUS Communications Inc.,Footnote1 as well as its existing tariff (CRTC 15091). 9315-1884 Québec inc. had requested a 45-day period to implement local competition for Vidéotron.

Staff considers that Vidéotron can begin offering its services in the Lambton, Quebec exchange upon notification by 9315-1884 Québec inc. that implementation is complete. Staff reminds both firms that a Master Agreement for Local Interconnection (MALI) and an Appendix C must signed


for the Lambton, Quebec exchange. The notification requirements for CLECs can be found in Telecom Decision CRTC 2012-396.
