RE: Intention of Sogetel inc. to enter Groupe Maskatel LP’s operating territory as a competitive local exchange carrier in the Notre-Dame-du-Bon-Conseil, Quebec exchange

Dear Mr. Gauvin:

On 2 July 2021, the Commission received Groupe Maskatel LP’s (Maskatel’s) letter following the expression of interest by Sogetel inc. (Sogetel), to provide competitive services in the Notre-Dame-du-Bon-Conseil, Quebec exchange, which is served by Maskatel.

In its letter, Maskatel indicates that, in relation to the Notre-Dame-du-Bon-Conseil exchange, it is confirming that all required wholesale services and tariffs are already in place, and there are no implementation issues associated with the Sogetel’s plan to act as a competitive local exchange carrier (CLEC).

Staff considers that Sogetel can now begin offering its services in the Notre-Dame-du-Bon-Conseil exchange. Staff reminds both firms that a Master Agreement for Local Interconnection (MALI) and an Appendix C must be signed for the Notre-Dame-du-Bon-Conseil exchange. The notification requirements for CLECs can be found in Telecom Decision CRTC 2012-396.
