Dear Sirs,
The Commission is in receipt of letters submitted by Iristel, Bell Mobility (Bell) and Northwestel, requesting an extension of time to file their responses to a request for information (RFI) issued by Commission staff, dated 25 March 2021. Responses were to be filed with the Commission by 8 April 2021.
On 7 April 2021, the Commission received a letter from Iristel requesting an extension to
15 April 2021, to file responses to RFI items 2 and 3 (subscriber information and revenues).
On 8 April 2021, the Commission received letters from Northwestel and Bell, also requesting an extension to 15 April 2021, to file responses to the above-mentioned RFI, for all items. Northwestel and Bell suggested this extension be made available to all parties involved.
All requesting parties submitted that the volume of information requested was significant, and difficult to provide in the two-week timespan allotted by the 25 March 2021 letter. Additionally, Northwestel and Bell submitted that the Easter statutory holiday disrupted their efforts. Iristel submitted that since many elements of their responses would be submitted in confidence, no party will be prejudiced by an extension given and there would be no need to adjust other dates in the proceeding.
While the proceeding must proceed in a timely manner considering the impacts on Canadians living in the North, given the circumstances outlined above, staff is of the view that an extension of one week is reasonable.
Commission staff further notes that, to date, New North Networks has not provided their responses to the 25 March 2021 request for information and did not request an extension. The below extended deadline should also provide New North Networks additional time to provide the requested information.
The following are the revised deadlines for the 25 March 2021 RFI:
Parties are to file their responses to the requests for information by 15 April 2021.
Parties may file comments strictly limited to the new information provided in response to this RFI by 22 April 2021.
Parties may file their reply to the comments with respect to this RFI by 29 April 2021.
A copy of this letter will be placed on the public record of this proceeding.
