Re: Broadcasting Notice of Consultation CRTC 2021-376 – Call for comments on market capacity to serve Rouyn-Noranda, Quebec, and call for applications to serve Rouyn-Noranda, Quebec – procedural request - request to postpone the submission deadlines

Dear Mr. Bellerose,

This is in reference to the procedural request submitted on 24 November 2021 by Bellerose média-conseil inc., on behalf of 10679313 Canada inc. (Arsenal Media), requesting that the Commission postpone the deadline to intervene on the call for comments on the market capacity to serve Rouyn-Noranda until two (2) months following the publication of a decision related to a transaction involving the transfer of assets (including CHGO-FM Val-d’Or, CHOA-FM Rouyn-Noranda and its rebroadcasting transmitters CHOA-FM-1 Val-d’Or and CHOA-FM-2 La Sarre, CJGO-FM La Sarre and its rebroadcasting transmitter CJGO-FM-1 Rouyn-Noranda) from Cogeco Media inc. to Arsenal Media.

Commission staff notes that the changes proposed could have an impact on the processing of the radio applications submitted by Radio Boréale and Josyane Cossette (on behalf of a corporation to be incorporated). The applications announced in Broadcasting Notice of Consultation CRTC 2021-376 (CRTC 2021-376) were received before the ones submitted by Cogeco Media inc. (application 2021-0295-3) and Arsenal Media (application 2021-0297-9) Footnote1 .

Given that Commission staff recognizes the potential impacts that approving the changes requested could have on CRTC 2021-376, parties to the proceeding may, before December 13, 2021, submit comments on the preceding request.

A copy of this letter and all related correspondence will be added to the public record of the proceeding.

Finally, staff notes that Arsenal Media requested that the procedures as set out in Broadcasting Regulatory Policy CRTC 2014-554 be retained and not have a call for applications until the Commission makes a determination that the market has capacity for a new radio station. This part of the procedural request will be added to the public record for CRTC 2021-376 and it will be considered in due course.
