CBUF-FM Vancouver – Technical changes
- The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and in the case of the Canadian Broadcasting Corporation (CBC), subject to such conditions as the Commission deems consistent with the provision of the programming contemplated by sections 3(1)(l) and 3(1)(m) of the Act, as well as to amend those conditions on application of the licensee.
- Consistent with this authority, the Commission approves the application by the CBC to change the authorized contours of the French-language radio programming undertaking CBUF-FM Vancouver, British Columbia, by decreasing the average effective radiated power (ERP) from 29,000 to 28,870 watts and the maximum ERP from 95,800 to 95,485 watts, increasing the effective height of the antenna above average terrain from 610.1 to 610.8 metres and amending the coordinates of the transmitter site. All other technical parameters will remain unchanged.
- The Commission did not receive any interventions in regard to this application.
- When requesting technical changes, licensees are generally required to demonstrate a technical or economic need. The CBC indicated that the existing parameters are inaccurate and that it wishes to confirm the as-built parameters for CBUF-FM’s service. The Commission is satisfied that the licensee has demonstrated a technical need justifying the requested technical changes.
- The Commission notes that the implementation of these technical changes will have a negligible impact on the population served by the station, which will increase from 2,688,512 to 2,689,284 (0.03%) within its primary (3 mV/m) contour and decrease from 3,353,203 to 3,348,674 (-0.14%) within its secondary (0.5 mV/m) contour.
- Pursuant to section 22(1) of the Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
- As set out in section 16 of the Radio Regulations, 1986 (the Regulations), all radio station licensees have obligations relating to the broadcast of emergency alert messages received from the National Alert Aggregation and Dissemination System. In regard to the changes to CBUF-FM’s authorized contours approved in this decision, the Commission reminds the CBC that continued compliance with section 16 of the Regulations may require that any alert broadcast decoders (e.g., ENDEC) used for the purposes of broadcasting emergency alert messages on that station be reprogrammed to properly account for the new authorized contours.
