CBUX-FM Vancouver and its transmitter – Technical changes

  1. The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and in the case of the Canadian Broadcasting Corporation (CBC), subject to such conditions as the Commission deems consistent with the provision of the programming contemplated by sections 3(1)(l) and 3(1)(m) of the Act, as well as to amend those conditions on application of the licensee.
  2. Consistent with this authority, the Commission approves the application by the CBC to change the authorized contours of the transmitter for the French-language radio programming undertaking CBUX-FM Vancouver, British Columbia, (ICI Musique) by increasing the maximum effective radiated power (ERP) from 2,790 to 2,930 watts, increasing the average ERP from 1,280 to 1,311 watts, increasing the effective height of the antenna above average terrain from 567.2 to 589.2 metres and amending the coordinates of the transmitter site. All other technical parameters will remain unchanged.
  3. The Commission did not receive any interventions in regard to this application.
  4. When requesting technical changes, licensees are generally required to demonstrate a technical or economic need. The licensee stated that the proposed technical changes are the result of its plan to replace the obsolete existing antenna with a circular directional antenna that will be co-located with that of the CBC service CBU-2-FM Vancouver (Radio One). The Commission is satisfied that the licensee has demonstrated a technical need for the requested technical changes.
  5. The Commission notes that this amendment will have a negligible impact on the population served by CBUX-FM, which will increase from 2,365,688 to 2,376,682 within the primary (3 mV/m) contour and from 2,692,157 to 2,726,790 within the secondary (0.5 mV/m) contour.
  6. Pursuant to section 22(1) of the Act, this authority will be effective only when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  7. As set out in section 16 of the Radio Regulations, 1986 (the Regulations), all radio station licensees have obligations relating to the broadcast of emergency alert messages received from the National Alert Aggregation and Dissemination System. In regard to the changes to CBUX-FM’s authorized contours approved in this decision, the Commission reminds the CBC that continued compliance with section 16 of the Regulations may require that any alert broadcast decoders (e.g., ENDEC) used for the purposes of broadcasting emergency alert messages on that station be reprogrammed to properly account for the new authorized contours.
