CBU Vancouver and its transmitter CBU-2-FM Vancouver – Technical changes

  1. The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and in the case of the Canadian Broadcasting Corporation (CBC), subject to such conditions as the Commission deems consistent with the provision of the programming contemplated by sections 3(1)(l) and 3(1)(m) of the Act, as well as to amend those conditions on application of the licensee.
  2. Consistent with this authority, the Commission approves the application by the CBC to change the authorized contours of CBU-2-FM Vancouver, British Columbia, a rebroadcasting transmitter of the English-language radio programming undertaking CBU Vancouver (Radio One), by increasing the maximum effective radiated power (ERP) from 97,600 to 99,432 watts, increasing the average ERP from 36,900 to 42,769 watts, decreasing the effective height of the antenna above average terrain from 605.8 to 589.2 metres and amending the coordinates of the transmitter site. All other technical parameters will remain unchanged.
  3. The Commission did not receive any interventions in regard to this application.
  4. When requesting technical changes, licensees are generally required to demonstrate a technical or economic need. The licensee stated that the proposed technical changes are the result of its plan to replace the obsolete existing antenna with a circular directional antenna that will be co-located with that of CBC service CBUX-FM (ICI Musique). The Commission is satisfied that the licensee has demonstrated a technical need for the requested technical changes.
  5. The Commission notes that this amendment will have a negligible impact on the population served by CBU-2-FM, which will increase from 2,703,208 to 2,705,264 within the primary (3 mV/m) contour and decrease from 3,390,117 to 3,372,869 within the secondary (0.5 mV/m) contour.
  6. Pursuant to section 22(1) of the Act, this authority will be effective only when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  7. As set out in section 16 of the Radio Regulations, 1986 (the Regulations), all radio station licensees have obligations relating to the broadcast of emergency alert messages received from the National Alert Aggregation and Dissemination System. In regard to the changes to CBU-2-FM’s authorized contours approved in this decision, the Commission reminds the CBC that continued compliance with section 16 of the Regulations may require that any alert broadcast decoders (e.g., ENDEC) used for the purposes of broadcasting emergency alert messages on that station be reprogrammed to properly account for the new authorized contours.
