RE: Request for expedited processing - Part 1 application by Quebecor against Cablevision regarding the cost of upgrading routers at points of interconnection (POIs) for its third-party internet access (TPIA) service

On 3 November 2020, Quebecor Media Inc. (Quebecor Media), on behalf of its subsidiary Videotron Ltd. (Videotron), filed an application pursuant to Part 1 of the CRTC Rules of Practice and Procedure, regarding the cost of upgrading routers at POIs for the Cablevision du Nord de Québec inc. (Cablevision) TPIA service.

In its application, Quebecor requested expedited processing, as it was the fourth time in 16 months that it was filing a Part 1 application with the Commission regarding Cablevision and its regulatory obligations with respect to its TPIA service.

Commission staff considers that Quebecor has provided a reasonable explanation for expedited processing being required, and that it would serve the public interest to grant its request. Accordingly, Cablevision and interested persons may file interventions regarding this application by 14 December 2020, and Videotron must file a response by 16 December 2020.
