Subject: Obligations of local exchange carriers and local VoIP service providers with respect to 9-1-1 emergency service

The Canadian public and the Commission place a high degree of importance on 9-1-1 services. To that end, Commission staff is currently reviewing the approach to providing 9-1-1 service taken by a Canadian local VoIP service provider. ISP Telecom Inc. (ISP Telecom) is being contacted in this regard as it is Commission staff’s understanding that ISP Telecom was or is the underlying service provider for this VoIP service provider.

Consequently, ISP Telecom, by 08 June 2020Footnote1is requested to:

  1. Provide customer billing name (and brand name if available), contact name, contact phone number(s) and email address(es) and business address for each local VoIP wholesale customer to which ISP Telecom is providing telephone numbers and/or other wholesale telecommunications services.
  2. Provide a copy of the template contract used by ISP Telecom for the provision of wholesale service to local VoIP customers.
  3. Provide complete details on the measures employed and specific steps taken by ISP Telecom to ensure local VoIP wholesale customers’ compliance with applicable Commission decisions and policies prior to obtaining services from ISP Telecom and on an ongoing basis, including:
    1. Verifying that local VoIP wholesale customers are and remain registered with the Commission in accordance with Telecom Decision CRTC 2005-28Footnote2; and Telecom Regulatory Policy CRTC 2017-11Footnote3; and
    2. Ensuring that local VoIP wholesale customers comply and continue to comply with 9-1-1 obligations as set out in Telecom Decisions CRTC 2005-21Footnote4, 2005-61Footnote5, 2007-44Footnote6, and Telecom Regulatory Policy CRTC 2016-12Footnote7.
  4. Confirm whether ISP Telecom provides or provided wholesale telecommunications services to Black Rider Technologies Corporation (Black Rider Technologies). If so:
    1. Indicate the period(s) of time (including specific beginning and end dates for each period) during which ISP Telecom provided such services to Black Rider Technologies;
    2. Provide complete details of the services ISP Telecom provides or provided to Black Rider Technologies during each of these periods;
    3. Provide a copy of all the executed contract(s) in relation to the provision by ISP Telecom of the above services to Black Rider Technologies; and
    4. Confirm whether the measures detailed in your response to question c above were and are applied to Black Rider Technologies; if not, explain why.
