RE:   Intention of Quebecor Media Inc. (QMI), on behalf of Videotron Ltd, to enter CoopTel’s operating territory as a competitive local exchange carrier in the Valcourt, Quebec exchange

Dear Mr. Allard:

The Commission received CoopTel’s letter dated 24 October 2019 following the expression of interest by QMI, on behalf of Videotron Ltd, to provide competitive services in the Valcourt, Quebec exchange, which is served by CoopTel.

In its letter, CoopTel indicates that Valcourt is already open to competition and that there is a rate that is already in effect (CRTC 25160, section 4.7, as amended by Telecom Decision CRTC 2018-36). Accordingly, CoopTel is proposing not to file an implementation plan with the Commission. CoopTel is also proposing a 45-day timeframe for implementing local competition in the Valcourt exchange.

Staff considers that the proposed timeframe is reasonable and asks that CoopTel inform the Commission when implementation is complete, and that Videotron Ltd be prepared to begin offering its services in the Valcourt exchange. Staff reminds both firms that a Master Agreement for Local Interconnection (MALI) and an Appendix C must signed for the Valcourt exchange. The notification requirements for competitive local exchange carriers (CLECs) can be found in Telecom Decision CRTC 2012-396.
