Re: Updating the CLEC Model Tariff
Dear Mr. Thompson:
In May 2000, the Commission charged the CRTC Interconnection Steering Committee (CISC) with developing a model tariff that could be used by Competitive Local Exchange Carriers (CLECs) in their provisioning of services to other telecommunications service providers. The use of this tariff was also expected to streamline the process for CLECs to obtain Commission approval of their tariffs. The initial CLEC Model Tariff was approved in Model tariff for the interconnection services of competitive local exchange carriers, Telecom Decision CRTC 2002-54, 3 September 2002.
Since that time, a number of Commission decisions have had impacts on the CLEC Model Tariff that have required numerous updates to be made to the CLEC Model Tariff. The last updates were made in 2011.
Recently, Commission staff has reviewed the Commission’s decisions since 2011 and updated the CLEC Model Tariff documents where required. As well a new streamlined version has been created for use by Type III and Type IV CLECs who fulfill some of their CLEC obligations via their underlying carriers.
By this letter, the Commission requests that the Business Process Working Group (BPWG) review the draft updated CLEC Model Tariff documents – including both versions of the model tariff and users guide – and provide a report to the Commission on the BPWG’s review of where further changes should be considered. The BPWG should endeavor to obtain the participation of as many CLECs as possible in this review. The review should also include updates to the references to Incumbent Local Exchange Carriers (ILEC) tariffs that are part of both versions of the CLEC Model Tariff. Along with its report, The BPWG should provide specific wording in the form of updated documents that clearly show the modifications to the draft versions prepared by Commission staff that are attached to this letter.
The Commission requests that the BPWG’s report and updated documents be filed by April 15, 2020.
