CFGP-FM Grande Prairie and its transmitter CFGP-FM-1 Peace River – Technical changes

  1. The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and subject to such conditions related to the circumstances of the licensee as it deems appropriate for the implementation of the broadcasting policy set out in section 3(1) of the Act, as well as to amend those conditions on application of the licensee.
  2. Consistent with this authority, the Commission approves the application by Rogers Media Inc. to change the authorized contours of CFGP-FM-1 Peace River, Alberta, a rebroadcasting transmitter of the English-language commercial radio programming undertaking CFGP-FM Grande Prairie, by decreasing the average effective radiated power (ERP) from 560 to 460 watts, decreasing the maximum ERP from 2,000 to 1,650 watts, increasing the effective height of the antenna above average terrain from 61 to 185.1 metres and amending the coordinates of the transmitter site. All other technical parameters will remain unchanged.
  3. The Commission did not receive any interventions in regard to this application.
  4. When requesting technical changes, licensees are generally required to demonstrate a technical or economic need. The licensee indicated that its current transmitter site will be decommissioned by its owner; therefore it must relocate the transmitter to a new site. The licensee has found a new site owned by Peace River Broadcasting Corp. The Commission is satisfied that the licensee has demonstrated a technical need for the requested technical changes.
  5. The Commission notes that the population served by CFGP-FM-1 will increase from 6,842 to 7,727 within its primary (3mV/m) contour and from 9,671 to 13,565 within its secondary (0.5mV/m) contour.
  6. Pursuant to section 22(1) of the Act, this authority will be effective only when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  7. The licensee must implement the technical changes by no later than 28 October 2022. To request an extension, the licensee must submit a written request to the Commission at least 60 days before that date, using the form available on the Commission’s website.
