CJCB-TV Sydney – Technical changes
- The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and subject to such conditions related to the circumstances of the licensee as it deems appropriate for the implementation of the broadcasting policy set out in section 3(1) of the Act, as well as to amend those conditions on application of the licensee.
- Consistent with this authority, the Commission approves the application by Bell Media Inc. to change the authorized contours of the English-language commercial television programming undertaking CJCB-TV Sydney, Nova Scotia, by transitioning from analog to digital television broadcasting, changing the channel from 4 to 25, decreasing the average effective radiated power (ERP) from 100,000 to 23,000 watts and the maximum ERP from 180,000 to 37,000 watts, increasing the effective height of the antenna above average terrain from 98.1 to 187.8 metres and amending the coordinates of the transmitter site.
- The Commission did not receive any interventions in regard to this application.
- As a result of the 600 MHz repurposing initiative, the station is allotted to UHF Channel 14 of the digital television transition plan and is scheduled to transition to digital television broadcasting on 3 December 2021. The licensee stated that CJCB-TV wishes to co-site with CIHF-DT-7, which is owned by Corus Entertainment Inc. (Corus), and share its antenna. Due to bandwidth limitations of the proposed shared antenna, this will require relocating to channel 25, which is different from the licensee’s allotted channel 14 in the 600 MHz repack plan and closer to Corus’s allotment (channel 27).
- The Commission notes that the population served by CJCB-TV will increase from 96,927 to 101,324 within the local service area and decrease from 114,267 to 105,919 within the regional service area.
- The Commission is satisfied that the circumstances of the licensee support these technical changes.
- Pursuant to section 22(1) of the Act, this authority will be effective only when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
- The licensee must implement the technical changes by no later than October 28 2022. To request an extension, the licensee must submit a written request to the Commission at least 60 days before the date, using the form available on the Commission’s website.
