CFYK-FM Yellowknife and its transmitter CFYK-FM-1 Fort Smith – Technical changes
- The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and, in the case of the Canadian Broadcasting Corporation (CBC), subject to such conditions as the Commission deems consistent with the provision of the programming contemplated by sections 3(1)(l) and 3(1)(m) of the Act, as well as to amend those conditions on application of the licensee.
- Pursuant to this authority, the Commission approves the application by the CBC to change the authorized contours of CFYK-FM-1 Fort Smith, Northwest Territories, a low-power rebroadcasting transmitter of the English-language radio programming undertaking CFYK-FM Yellowknife, which is part of the CBC Radio One network, by changing the class from LP to A1, increasing the effective radiated power from 50 to 133 watts, and decreasing the effective height of the antenna above average terrain from 36.6 to 33.1 metres. All other technical parameters will remain unchanged.
- The CBC indicated that the requested technical changes are required to ensure excellent coverage in Fort Smith and its vicinity. The requested increase in power will allow CFYK-FM-1 to provide a more reliable signal to the population that it serves.
- The Commission did not receive any interventions in regard to this application.
- When requesting technical changes, a licensee is generally required to demonstrate a technical or economic need. In this case the Commission is satisfied that the requested changes will allow the CBC to provide improved service to its licensed market. The Commission also considers that the implementation of these changes will have a negligible impact on surrounding areas and on the size of the population currently served by the transmitter.
- As a result of the change in its class from LP to A1, and in accordance with BPR-3 — Application Procedures and Rules for FM Broadcasting Undertakings, CFYK-FM-1 will no longer be considered a secondary assignment operating on an unprotected channel. Rather, it will instead be considered a full-power transmitter with protected status.
- Pursuant to section 22(1) of the Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
- The licensee must implement the technical changes by no later than 24 September 2022. To request an extension, the licensee must submit a written request to the Commission at least 60 days before that date, using the form available on the Commission’s website.
