CJLD-FM Leduc – Technical changes

  1. The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and subject to such conditions related to the circumstances of the licensee as it deems appropriate for the implementation of the broadcasting policy set out in section 3(1) of the Act as well as to amend those conditions on application of the licensee.
  2. Consistent with this authority, the Commission approves the application by Blackgold Broadcasting Inc. (Blackgold) to change the authorized contours of the English-language commercial FM radio programming undertaking CJLD-FM Leduc, Alberta, by increasing maximum effective radiated power (ERP) from 3,200 to 5,600 watts, increasing the average ERP from 1,700 to 2,300 watts, decreasing the effective height of the antenna above average terrain from 57.5 to 47.5 metres and updating the geographic coordinates of the transmitter. All other technical parameters will remain unchanged.
  3. When requesting technical changes, licensees are generally required to demonstrate a technical or economic need. The licensee states that CJLD-FM is required to vacate the current tower site owned by TELUS Communications Inc. (TELUS) and relocate to a new tower being constructed by TELUS 3 km east of the current site. The licensee indicates that the proposed technical parameters are intended to maintain current coverage and that the proposed amendment is critical to the continuation of CJLD-FM’s service. The Commission is satisfied that the licensee has demonstrated a technical need for the amendment.
  4. The Commission notes that this amendment would have a negligible impact on listenership.
  5. The Commission did not receive any interventions regarding this application.
  6. Pursuant to section 22(1) of the Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  7. The licensee must implement the technical changes by no later than 21 September 2022. To request an extension, the licensee must submit a written request to the Commission at least 60 days before that date, using the form available on the Commission’s website.
