CKVL-FM Montréal (Lasalle) – Technical changes
- The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and subject to such conditions related to the circumstances of the licensee as it deems appropriate for the implementation of the broadcasting policy set out in section 3(1) of the Act, as well as to amend those conditions on application of the licensee.
- Pursuant to this authority, the Commission approves the application by La radio communautaire de LaSalle (LaSalle) to amend the authorized broadcasting parameters of the French-language community radio programming undertaking CKVL-FM Montréal (Lasalle), Quebec, by increasing the average effective radiated power (ERP) from 110 to 380 watts and maximum ERP from 870 to 2,000 watts, decreasing the effective height of the antenna above average terrain from 40.4 to 37.5 metres and updating the existing coordinates of the transmitter site. The Commission did not receive any interventions in regard to this application.
- At the city hall’s request, LaSalle had to relocate the antenna from its original location on the roof of the city hall in order for the municipality to refurbish the roof. In October 2019, the licensee applied to the Department of Industry (the Department) for permission to temporarily operate the station from its new location while waiting for approval of this application.
- The licensee indicated that the proposed technical changes are intended to normalize operations in the new location and are necessary for the station’s survival, since it is impossible to broadcast from the antenna’s original location.
- The Commission considers that this application will not have any undue negative financial or other impact on incumbent stations in this market. Moreover, the requested technical changes will not have any negative impact on CKVL-FM’s service area or the availability of the frequencies in the station’s radio market.
- Pursuant to section 22(1) of the Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
- The licensee must implement the technical changes by no later than 14 August 2022. To request an extension, the licensee must submit a written request to the Commission at least 60 days before that date, using the form available on the Commission’s website.
