OMNI conventional television stations – Administrative renewals
- In a letter dated 14 July 2020, Rogers Sports & Media (Rogers) requested that the Commission issue administrative renewals for the OMNI television stations from 1 September 2020 to 31 August 2023 under the same terms and conditions of licence as were granted in Rogers Media Inc. – Licence renewals for English-language television stations, services and network, Broadcasting Decision CRTC 2017-151, 15 May 2017. These stations, which are licensed to Rogers Media Inc., are as follows:
- CHNM-DT Vancouver, British Columbia (OMNI BC) and its transmitter CHNM-DT-1 Victoria;
- CJEO-DT Edmonton, Alberta;
- CJCO-DT Calgary, Alberta;
- CFMT-DT Toronto, Ontario (OMNI.1) and its transmitters CFMT-DT-1 London and CFMT-DT-2 Ottawa; and
- CJMT-DT Toronto, Ontario (OMNI.2) and its transmitters CJMT-DT-1 London and CJMT-DT-2 Ottawa.
- Rogers stated that a three-year administrative renewal would align the licence terms of the OMNI television stations with that of the OMNI regional discretionary service (OMNI Regional). Rogers submitted that these stations are inextricably linked to OMNI Regional and a similar expiry date would allow the Commission to consider the licence renewal applications of all the OMNI services at the same time.
- While acknowledging that there is a strong link between the OMNI television stations and OMNI Regional, the Commission does not consider that it is in the public interest to renew the licences of these stations for a three-year period on an administrative basis. The Commission is of the view that an administrative renewal of one year is appropriate in this case to allow Rogers to submit an application for the renewal of these licences, which currently expire 31 August 2020.
- In light of the above, the Commission renews the broadcasting licences for the OMNI television stations listed above from 1 September 2020 to 31 August 2021, subject to the same terms and conditions of licence as those in effect under the current licences.
- This decision does not dispose of any issues that may arise with respect to the renewal of these licences.
- The Commission further directs the licensee to file licence renewal applications for the OMNI television stations by November 9, 2020 so that these applications can be considered as part of a public process.
