  1. The Commission renews the broadcasting licences for the French-language commercial radio programming undertakings listed below from 1 September 2020 to 31 August 2027. The Commission did not receive any interventions in regard to these applications. The terms and conditions of licence for each station are set out in the appropriate appendix to this decision.

Reminder

  1. Pursuant to section 22 of the Broadcasting Act, the broadcasting licences renewed in this decision will cease to have any force or effect if the broadcasting certificates issued by the Department of Industry lapse.

Employment equity

  1. Because RNC MÉDIA inc. is subject to the Employment Equity Act and files reports concerning employment equity with the Department of Employment and Social Development, its employment equity practices are not examined by the Commission.

Terms, conditions of licence, expectation and encouragement for the French-language commercial radio programming undertakings CIBM-FM Rivière-du-Loup, Quebec, and its transmitters CIBM-FM-1 Rivière-du-Loup, CIBM-FM-2 Trois-Pistoles, CIBM-FM-3 Sully and CIBM-FM-4 Saint-Juste-du-Lac; CIEL-FM-4 Trois-Pistoles, Quebec; and CKLE-FM Bathurst, New Brunswick

Terms

The licence will expire 31 August 2027.

Conditions of licence

  1. The licensee shall adhere to the conditions of licence set out in Conditions of licence for commercial AM and FM radio stations, , 11 February 2009, as well as to the conditions set out in the broadcasting licence for the undertaking.

Expectation

The Commission expects the licensee to reflect the cultural diversity of Canada in its programming and employment practices.

Encouragement

In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

Appendix 2 to Broadcasting Decision CRTC 2020-145

Terms, conditions of licence and expectation for the French-language specialty commercial radio programming undertaking CHOI-FM Québec, Quebec

Terms

The licence will expire 31 August 2027.

Conditions of licence

  1. The licensee shall adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009, with the exception of condition of licence 7, as well as to the conditions set out in the broadcasting licence for the undertaking.
  2. The station shall be operated within the specialty format as defined in A Review of Certain Matters Concerning Radio, Public Notice CRTC 1995-60, 21 April 1995, and Revised content categories and subcategories for radio, Broadcasting Regulatory Policy CRTC 2010-819, 5 November 2010.
  3. The licensee shall devote more than 50% of programming broadcast during each broadcast week to programming drawn from content category 1 (Spoken Word).

    For the purposes of this condition, the terms “broadcast week” and “content category” shall have the meanings set out in the Radio Regulations, 1986.

Expectation

The Commission expects the licensee to reflect the cultural diversity of Canada in its programming and employment practices.
