Re:  Part 1 application filed by Videotron Ltd. against Cablevision du Nord de Québec Inc. regarding a third-party Internet access (TPIA) service agreement – Request for expedited processing

Dear Sirs:

The Commission received a Part 1 application filed by Quebecor Media Inc. on 10 June 2019, on behalf of its subsidiary Videotron Ltd. (Videotron), against Cablevision du Nord de Québec Inc. (Cablevision) for refusing to sign a third-party Internet access (TPIA) service agreement with Videotron.

Videotron has requested that the Commission process its application expeditiously. More specifically, it requests that the Commission order Cablevision to file its reply within 10 calendar days, after which Videotron will file its reply within three calendar days.

In light of the issues raised in this file, Commission staff considers it appropriate to process Videotron’s application using an expedited process. Accordingly, Cablevision and any interested parties have until 30 July 2019 to file their replies or interventions relating to Videotron’s application, serving a copy on Videotron. Videotron will have until 6 August 2019 to file replies, serving a copy on Cablevision and any other interested party. All documents must be received, not merely sent, by the above dates.
