Dear Mr. Sandhu,

This is in reference to the application by Radio Humsafar Inc. for a technical amendment for the unlaunched ethnic commercial radio programming undertaking CIRF Brampton, Ontario, which was published as a Part 1 application on 25 January 2019.

As noted in Broadcasting Decision 2015-471, Radio Humsafar was licenced to serve Brampton, ON, as the Commission determined, following a hearing in which two other applicants requested the use of the same frequency, that its application best met the needs of the Brampton radio market.

Accordingly, staff notes that the technical change proposed by Radio Humsafar would result in a loss of 80% of the population that would be served in its licenced market.

In light of this, please explain any and all technical solutions that have been considered, that would allow CIRF to reach the original population in the market it is licenced to serve, as originally proposed in Broadcasting Decision 2015-471.

The information requested herein should be received by the Commission no later than 9 April 2019, failing which, your application may be returned to be completed and resubmitted with the Commission should you wish to pursue this proposal.

Considering the above request, the timetable for the proceeding is changed as follows:
