RE:  Follow-up process to consider implementation of disaggregated wholesale HSA services, including over FTTP access facilities, in other regions – CNOC Request for process changes

Dear Madam, Sirs:

By letter dated 7 August 2018, the Commission set out modified process for the proceeding addressing the consideration of the second stage of implementation of disaggregated wholesale high-speed access (HSA) services, including over FTTP access facilities.

On 25 September 2018, Bragg Communications Incorporated, Saskatchewan Telecommunications, Shaw Cablesystems G.P., and TELUS Communications Inc. submitted proposed configurations for their disaggregated wholesale HSA services in their respective incumbent serving areas. Bell Canada and Rogers Communications Canada Inc. submitted proposed configurations for their respective incumbent serving areas outside of Ontario and Quebec.

By letter dated 19 October 2018, the Canadian Network Operators Consortium Inc. (CNOC) requested additional process related to proposed configurations for disaggregated wholesale HSA services.

Commission staff is in the process of reviewing CNOC’s request. As a result, the deadlines for interventions (25 October 2018) and reply comments (8 November 2018) regarding proposed configurations are suspended. A letter outlining a modified process with revised deadlines will follow in due course.

In addition, all future submissions associated with this proceeding are to be directed to the “NEW” file number that is listed at the top of this document.
