Re: Tariff Notice 1030 - Special Services Tariff 752, Special Assembly #1 Layer 3 IP/VPN Service
Dear Sir:
On 21 September 2018, the Commission received an application from Northwestel in which the company proposed changes to the rates, terms and conditions of Special Services Tariff (SST) 752 to accommodate the customer’s requirements. Paragraph 28(1) (a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may require parties to file information or documents where needed.Northwestel is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 25 October 2018.

Requests for information
- Northwestel proposes to move away from a single monthly rate of $76,605.75 for all circuits to a per-circuit rate. Proposed CRTC 3010 Page 107A, Section C. Rate and Charges identifies monthly rates for various bandwidth options by band, including one-time charges for speed changes and installation, as required. Identify why tariff page 107A, Section C. Rates and Charges does not state that the monthly rates for each of Bands X, Y and Z are being charged on a per circuit basis.
If the description of the monthly rates for each of Bands X, Y and Z needs to be revised to show that they are charged on a per circuit basis, please file an updated tariff page to reflect this.
- Confirm that, in addition to moving from a single monthly rate for all circuits to a per-circuit rate, Northwestel is also adding additional speed options. Provide a list and description of the additional speed options being added to Item 752.
- Northwestel proposes to charge a one-time installation charge for a 30 Mbps circuit of $23,000 and for a 100 Mbps circuit of $940,000. Identify whether the revenues identified in Attachment 1 include these one-time installation charges. If they are not included, provide an explanation as to why.
- Telecom Information Bulletin CRTC 2010-455-1, Approval processes for tariff applications and intercarrier agreements, states that interested parties may file interventions within 45 calendar days of the filing of a destandardization and/or withdrawal application. Commission staff notes that Northwestel has used an incorrect comment period in its notice to its customer. As the customer should be given 45 calendar days, please resend this letter to the customer and indicate that it has until 6 November 2018 to comment on this application.
