RE: Application on 5 February 2018 by Public Interest Advocacy Centre (“PIAC”) and National Pensioners Federation (“NPF”) regarding Rogers’ prepaid services – Request for disclosure of confidential information

Sir, Madame,

On 5 February 2018, Public Interest Advocacy Centre and the National Pensioners Federation (together, PIAC-NPF) submitted a Part 1 application regarding Rogers Communications Inc. (Rogers’) new policy on prepaid wireless service account balances.

In a letter dated 3 August 2018, Rogers filed responses to requests for information (RFI) issued by Commission staff on 24 July 2018 related to this application, with certain information being filed in confidence. The Commission is in receipt of a letter from PIAC-NPF dated 3 August 2018 requesting disclosure of certain information in the confidential responses, specifically the responses to the following questions:

  1. in Rogers’ answer to Question 2(a), the denominator for the “volume of Rogers and Fido prepaid subscribers with an unused balance of prepaid funds as of July 20 2018”, that is, the absolute number of customers for both services in the chart referred to;
  2. in Rogers’ answer to Question 2(b), all of the options for prepaid customers;
  3. in Rogers’ answer to Question 2(d), the number of escalated complaints.

Furthermore, PIAC-NPF requested an extension for reply to Rogers’ response to the RFI to 10 August 2018.

Pending a determination with respect to PIAC-NPF's request for disclosure, the dates for the filing of comments in reply to Rogers’ response to the RFI are suspended.

Rogers may file comments on PIAC-NPF’s request by no later than 13 August 2018.

Revised dates for the filing of further comments will be communicated in a separate letter, following a determination on the request for disclosure.

A copy of this letter and all related correspondence will be added to the public record of the proceeding.
