Re: Request to suspend the application filed under Part 1 by the City of Terrebonne for a Municipal Access Agreement – Procedural Letter

Dear Madam, Sir:

On 12 May 2017, the Commission received a Part 1 application from the City of Terrebonne (Terrebonne) for approval of a proposed Municipal Access Agreement (MAA).

Since September 2017, Terrebonne has asked the Commission several times to suspend the file, indicating that negotiations were being held between the parties which justified the suspension of the Part 1. Each time, Bell Canada, Vidéotron Ltd., Rogers Communications Canada Inc., Telus Communications Company and Cogeco Connexion Inc. (collectively, the Carriers) indicated that they consented to these requests. The file was therefore suspended on multiple occasions, the last time until 30 June 2018.

On 26 June 2018, Terrebonne once again asked the Commission to further extend the suspension of the file, this time until 30 September 2018 as agreed to by the Carriers.

In light of the above, the above-mentioned file is suspended until 31 October 2018.  Should the parties be unable to find a solution through the on-going negotiations by that date, the original application dated 12 May 2017 will be closed. Terrebonne or the Carriers can always file a new Part 1 Application after 31 October 2018 if they still believe that the Commission’s intervention is needed.
