Addition of TV1000 Russian Kino to the List of non-Canadian programming services and stations authorized for distribution
- The Commission approves an application from Lewis Birnberg Hanet, LLP, acting as the Canadian sponsor, to add TV1000 Russian Kino, a non‑Canadian third‑language service, to the List of non-Canadian programming services and stations authorized for distribution (the list). The Commission did not receive any interventions regarding this application. The revised list can be found on the Commission’s website at www.crtc.gc.ca and may be obtained in hard copy on request.
- The applicant described TV1000 Russian Kino as a 24-hour niche service (100% Russian‑language) that broadcasts feature films. It indicated that no North‑American feature films or other programming wholly produced in North America are broadcast on the service. TV1000 Russian Kino’s target audience is Russian-speaking individuals between the ages of 18 and 49 living outside of Russia. Its service originates from London, United Kingdom.
- As set out in Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services – Regulatory policy, Broadcasting Public Notice CRTC 2008-100, 30 October 2008, requests to add to the list non-Canadian third-language services that provide niche programming are generally approved, subject to any requirements the Commission deems appropriate.
