CIAM-FM Fort Vermilion – New transmitters in Telegraph Creek and Corman Park
- The Commission approves the applications by CIAM Media & Radio Broadcasting Association to amend the broadcasting licence for the English-language radio programming undertaking CIAM-FM Fort Vermilion, Alberta, in order to operate low‑power FM rebroadcasting transmitters in Telegraph Creek, British Columbia and Corman Park, Saskatchewan. The Commission did not receive any interventions regarding these applications.
- The transmitter in Telegraph Creek will operate at 92.7 MHz (channel 224LP) with an effective radiated power (ERP) of 50 watts and an effective height of antenna above average terrain (EHAAT) of -73.64 metres. The transmitter in Corman Park will operate at 102.9 MHz (channel 275LP) with an ERP of 50 watts and an EHAAT of 35.18 metres.
- The licensee stated that the transmitters would allow service in the areas of Telegraph Creek and Corman Park and their neighbouring Indigenous communities, as well as enhance the diversity of radio services available in these areas. The licensee added that the new transmitters would broadcast programming only from CIAM-FM but that the station’s programming team would be trained to produce station identifications for Telegraph Creek and Corman Park, as well as other distinct community-related programming, including community messages, emergency and weather information and road conditions.
- Pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry (the Department) notifies the Commission that its technical requirements have been met and that broadcasting certificates will be issued.
- The Department’s BPR-3: Application Procedures and Rules for FM Broadcasting Undertakings specifies that a low-power FM rebroadcasting transmitter is considered a secondary assignment operating on an unprotected channel. Should an FM station or transmitter with protected status be granted a frequency that is incompatible with that used by a low-power transmitter considered in this decision, the licensee may need to cease operations or file an application to change that low-power transmitter’s frequency and/or technical parameters.
- The transmitters must be in operation by 4 October 2020. To request an extension, the licensee must submit a written request to the Commission at least 60 days before that date, using the form available on the Commission’s website.
