Various commercial radio stations – Licence renewals

  1. The Commission renews the broadcasting licences for the commercial radio programming undertakings set out below from 1 September 2018 to 31 August 2025. The Commission did not receive any interventions regarding these applications.

  2. The terms and conditions of licence for these stations are set out in the appendix to this decision.

Canadian content development contributions

  1. For CKFT-FM and CHWY-FM, the licensee deviated from the timeline for the payment of annual Canadian content development (CCD) contributions set out in each station’s related condition of licence.Footnote 1 More specifically, the licensee made contributions that were greater than those required for the first years of operation to cover for amounts they would owe in subsequent years. Given that the total amounts owing for both stations have been paid in full to eligible initiatives, with no amounts to be carried over into the next licence term; that the amounts were paid more quickly as opposed to being a deferral; and that the amounts involved are below average or average contribution amounts, the Commission finds that no significant harm was caused to the Canadian broadcasting system. Accordingly, the Commission finds the licensee in compliance with its conditions of licence relating to CCD contributions for CKFT-FM and CHWY-FM.

Reminders

  1. Pursuant to section 22 of the Broadcasting Act, the broadcasting licences renewed in this decision will cease to have any force or effect if the broadcasting certificates issued by the Department of Industry lapse.
  2. As stated in Broadcasting Information Bulletin 2009-251, unless otherwise specified, all contributions required by condition of licence must be made annually, starting in the first year of operation and continuing in each subsequent broadcast year. These contributions cannot be made in another broadcast year unless prior authorization is sought and obtained from the Commission.

Employment equity

  1. Because this licensee is subject to the Employment Equity Act and files reports concerning employment equity with the Department of Employment and Social Development, its employment equity practices are not examined by the Commission.

Terms, conditions of licence and expectations for the commercial radio programming undertakings renewed in this decision

Terms

The licence will expire 31 August 2025.

Conditions of licence applicable to all stations

  1. The licensee shall adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009, as well as to the conditions set out in the broadcasting licence for the undertaking.

Additional conditions of licence applicable to CKFT-FM Fort Saskatchewan

  1. As an exception to section 2.2(8) of the Radio Regulations, 1986, the licensee shall devote no less than 40% of its musical selections from content category 2 (Popular Music) in each broadcast week and between 6:00 a.m. and 6:00 p.m. Monday to Friday to Canadian selections broadcast in their entirety.
  2. The licensee shall not solicit advertising in the city of Edmonton as identified by Statistics Canada.

Additional condition of licence applicable to CKMW-FM Winkler

  1. When the licensee broadcasts religious programming as defined in Religious Broadcasting Policy, Public Notice CRTC 1993-78, 3 June 1993, the licensee shall adhere to the guidelines set out in sections III.B.2.a) and IV of that public notice with respect to the provision of balance and ethics in religious programming.

Expectation applicable to all stations

The Commission expects the licensee to reflect the cultural diversity of Canada in its programming and employment practices.

Expectation applicable to CKFT-FM Fort Saskatchewan

The Commission expects the licensee to maintain its focus on local programming for Fort Saskatchewan.
