RE: Registration of Coopérative Antenne T.V. St-Zacharie as a CLEC
Dear Mr. Lebreux:
On 29 August 2017, Coopérative Antenne T.V. St-Zacharie (COOP ST-ZACHARIE) completed the requirements to register as a Competitive Local Exchange Carrier (CLEC). Based on the information provided, COOP ST-ZACHARIE meets the requirements to be placed on the CLEC list as a CLEC type IV and is hereby authorized to:
- Provide local switched services as a CLEC provided it continues to meet the requirements set out in Decision 97-8 (http://www.crtc.gc.ca/eng/comm/telecom/eslcclec.htm).
- Provide local switched services as a CLEC in the exchange of Saint-Côme, QC in TELUS Communications (Québec) inc.’s territory and the exchange of Saint-Zacharie, QC in Sogetel inc.’s territory.
COOP ST-ZACHARIE is reminded that in order to remain on any Facilities-Based registration list(s), it must comply with the appropriate regulatory regime and complete the required information in the Data Collection System (DCS) on an annual basis.
As indicated in Telecom Decision 2006-58 paragraph 85, the Commission considers that through this process, it will become aware, on a timely basis, should a small CLEC exceed the 10,000 customer threshold. The Commission determined that once a small CLEC exceeds the customer threshold or ceases to offer local VoIP services through a reseller and offers local VoIP services through its own resources, it must implement all the CLEC obligations, from which it may have obtained relief, within six months.
The registered entity must also keep any information in its Basic International Telecommunications Services (BITS) license application current.
Failure to comply with any of the above-noted statutory requirements will result in the revocation of COOP ST-ZACHARIE’s authority to provide service and removal from the CRTC’s registration list(s).
