Re: Telecom Notice of Consultation CRTC 2017-33 - Review of the regulatory framework for text-based message relay services

Dear Mr. Schmidt:

I am writing in regards to TELUS’ 8 March 2017 submissionFootnote1 in the above-noted proceeding, which responds to requests for information with respect to the company’s total revenues from the provision of wholesale message relay services (MRS).

In its submission, TELUS indicates that it provides MRS via wholesale arrangements to various telecommunication service providers via Special Facility Tariff (SFT) that the company bills on a per-second basis. The submission also provides total annual revenues collected from those wholesale arrangements.

However, in order to create a more complete record in the above-noted proceeding, Commission staff is requesting an annual breakdown of those wholesale revenue figures by TTY relay versus IP relay for the years 2013 to 2015. Commission staff notes that TELUS was able to provide this level of detail for previous years in its submissionFootnote2 dated 15 April 2013 in the context of the Commission’s proceeding to address issues related to the feasibility of establishing a video relay service in CanadaFootnote3 .

Accordingly, Commission staff is requesting that you complete the following template by 5 May 2017.
